Head of Strategic Finance


We are currently working with an East Midlands Council who require the interim assistance of a Head of Finance to lead, shape and deliver the Financial Management and Strategy function.

The role will support the Assistant Director of Finance and co-ordinate the Accountancy and Business Partner activity across all areas ensuring the work contributes to the overall delivery of Services for the Council.


Start: ASAP

Rate: Negotiable dependent on experience

Duration: 3 months initially with extensions likely

Hybrid working – 1-2 days in the East Midlands

Key Responsibilities:

  • Leading the Financial Management and Strategy function for the finance service to ensure effective accountancy and financial management services are delivered
  • Develop, deliver and evaluate the Council’s financial management strategy in accordance with the Councils financial strategies e.g., Finance Strategy, Treasury Management Strategy and Budget Monitoring Policy
  • Develop and lead on financial projects and change programmes that impact Council wide in order to meet strategic, operational and Council priorities
  • Maintain and develop accurate financial management systems to support the delivery of effective and accurate financial services in accordance with the requirements of the Financial Management Code
  • Manage and monitor the allocated budget and ensure the required budget savings for the designated service areas are achieved
  • Develop opportunities for new areas of business that will financially support and underpin the Council’s core services
  • Develop and maintain effective relationships with senior managers across the Council and with external organisations, partners and suppliers

Experience & Qualifications required:

  • A CCAB qualification (or equivalent)
  • Significant experience of leadership and operating at a senior management level in a complex organisation
  • Significant experience of organisational management and business partnering in a large complex finance organisation
  • Experience of operating collaboratively in a senior management team, influencing strategy and service deliver
  • Knowledge of governance and legislation and how they can be applied in a local government environment
  • Excellent interpersonal, advisory and negotiating skills and the ability to influence and persuade people of all levels
