Security Incident Investigator - Outside IR35

Contract Term: 12 months

Contracting Authority: Cabinet Office

Location: largely home based with occasional travel to UK Government locations (likely to be London)


Please note that this role is not full time, working pattern is to be determined by the requirements of investigations.

The Cabinet Office is seeking to recruit a group of independent investigators who can conduct security investigations on behalf of government departments. These investigations are intelligence-led and focused on establishing the facts relating to a security incident.

When appointed to an investigation by a department, an investigator will work closely with the departmental security team. The investigator will be required to conduct all aspects of investigative work, progressing the investigation to the point of conclusion, and then producing a comprehensive written report suitable for departmental seniors.

As a Security Incident Investigator, your main responsibilities would be:

  • Work with departmental security teams to scope an investigation and agree investigative objectives and strategy.
  • Work in consultation with departmental security teams to progress and develop the investigation at appropriate pace, and according to the principles of necessity and proportionality.
  • Always observe legal compliance and departmental policy.
  • Scope and commission relevant checks, delivering these checks in partnership with departmental staff.
  • Analyse a variety of intelligence, form assessments, and identify next steps on the basis of this analysis.
  • If necessary, arrange and conduct interviews and create an accurate written record of interviews.
  • Keep an appropriate record of the investigation and the investigative material collected.
  • Make assessments on the information collected during an investigation and produce formal reporting suitable for sharing with senior officials and stakeholders.
  • Engage with Cabinet Office to understand government guidance and best practice.


You’ll have relevant experience in:

Essential

  • Substantial professional experience of managing and conducting intelligence-based investigations, in either the commercial or public sector; OR substantial experience of handling intelligence and making intelligence-based assessments.
  • Experience conducting and writing up intelligence interviews.
  • Experience of producing intelligence assessments and investigation reports.
  • Ability to understand and analyse data.
  • Strong written and verbal communication skills.
  • Excellent assessment and report-writing skills.
  • Excellent relationship-building skills to facilitate work with security teams and staff.
  • A good foundation understanding of the legal framework governing investigations in the UK.

Desirable

  • Familiarity with the work of government and the civil service.
  • Formal investigative training and qualifications preferred but not essential.
  • Already holds National Security Vetting to SC clearance level (if not already held, the candidate will be required to undergo security clearance processes).
