As a Senior Commercial Specialistthe main purpose of the role will be:
The Department for Culture, Media and Sport (DCMS) is looking to further strengthen its commercial capability and has an opportunity for an experienced commercial specialist to join the department working alongside the team responsible for setting up a new independent regulator for English Football. The government published a white paper in March setting out a comprehensive plan to deliver an independent regulator to ensure the long-term sustainability of the English football pyramid.
This post will work within an integrated commercial team supporting critical Department programmes and objectives.
The role will support a DCMS policy team in commercialising their needs in line with the Commercial Strategy of the Department and aligning to the direction set by DCMS's core Commercial leadership team.
- The role will support key business areas and/or programmes providing critical commercial support whilst navigating various commercial requirements both within the Department / wider Government as well as externally.
- Shape the Commercial Strategy and work with the team to deliver the pre-tender activities through the Procurement process in order to achieve best value for money and a high-quality service. Develop an overarching Commercial strategy and delivery plan. Support the governance and generation of the business model, leading on the Commercial case throughout the key stages, enabling approval as required via engagement with stakeholders. Demonstrate best practice Commercial outcomes.
- Provide Commercial leadership of early market engagement activity to test market viability. Developing effective market engagement mechanisms to enable such interaction, whilst remaining within procurement parameters. Lead on the development of Commercial principles for each deal and ensure their effective incorporation in service agreements.
- Provide Commercial leadership to key senior stakeholders, helping teams reach a viable commercial solution within multiple workstreams simultaneously.
- Contract management of a range of contracts including developing and managing variations, change control and other contract mechanisms. Analysis and resolution of contractual issues, making effective decisions, risk mitigation and driving continuous improvement processes. Proactively work with service providers to develop innovative Commercial solutions and value add proposals. Provide expert advice on Commercial risk management and deliver mitigation plans and strategies to manage identified risks at a corporate level.
- The right candidate will have senior commercial expertise to independently advise on the resolution and mitigation of complex commercial issues and develop appropriate commercial models.
- The right candidate will have experience of working within Government on major programmes, operating in a matrix environment, with an understanding of the role Government Departments play in fulfilling government strategies.
- Managing a complex contract portfolio with multiple supply chains. Leading contractor performance management assessments including delivering of contractual obligations. Ensure compliant and proportionate commercial risk mitigation.
- Have extensive skills and experience, in leading the development or, and advising senior commercial staff on acquisition strategies for high value and profile requirements.
- Overseeing and conducting assurance and due diligence of Commercial activity within their own area of responsibility, enforcing adherence to Commercial policy.
- Undertaking wide ranging communications in a timely manner with a wide range of internal and external stakeholders including Senior Leadership, suppliers and Subject Matter Experts
- Have experience of contract negotiations for bespoke programmes requirements through various procurement approaches. Along with leading on sponsoring/ partnership arrangements ensuring value for money is assured.
- Understand the team and work environment
- You will be working alongside the department’s sport team, which has responsibility for implementing the reforms set out in the white paper on football governance. This is a priority policy for the department. The role requires someone who is able to work at pace and with a range of stakeholders across the department and wider government.

- Experience of drafting Commercial strategy business cases through to Financial Committee stage -

- Experience of working on high profile programmes
DESIRABLE CRITERIA:
- Experience of regulators and their work
- Treasury approvals experience
