We aim to build a strong Commercial Function within UKSV and are looking for people who can manage our commercial portfolio and have the depth of experience to work alongside our transformation, policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures or outsourcing contracts.

You will lead the commercial response, procure contracts, own the end-to-end process, from requirements capture with colleagues, market testing and shaping the delivery of the commercial activity and strategic contract management and supporting Supplier Relationship Management.

You should be able to work effectively at pace and have a demonstrable flair for the resolution of complex commercial / contractual issues. Possessing significant influencing skills, you will need to build wide and engaging networks of influence with all stakeholders, creating the right environment to deliver collaboratively and both lead and support the commercial aspects of strategy development and implementation individually and through others.

As a Commercial Manager your main responsibilities would be to:

• Be responsible for the commercial management of critically important, complex contracts. Seeking out opportunities for continuous improvements in these contracts, through improved service and increased efficiency.
• Develop and deliver strategic supplier management strategies, to support strong and productive relationships with the category’s strategically important suppliers, including curating the market.
• Lead procurement exercises, delivering market engagement, detailed specifications, procurement timelines, undertaking supplier negotiation & implementation of high value complex contracts whilst ensuring value for money options.
• Provide expert commercial support and guidance to a range of stakeholders, ensuring the commercial delivery of the UKSV’s objectives.
• Undertake work in accordance with Public Contract Regulations (PCR), Cabinet Office Outsourcing Playbook and Category Management Operating Model (CMOM), designing flexible commercial procurement strategies to land commissioning requests.

Essential:

• 
  Candidates must either hold an active SC Clearance or be willing to undergo SC Clearance checks before starting.
• Experience of working in a commercial environment.
• Experience of Public Sector Procurement.
• Experience of contract negotiation and management.
• Strong communication and stakeholder management skills.
