This opportunity sits in Supply Chain Operations (SCO), a division of Route Services that procures safe, sustainable, products and services that are in turn used to improve and enhance the rail infrastructure across Britain. Main Responsibilities

This role requires a Track Safety competence.

You will lead the safe delivery of projects to achieve safety, cost, time and quality objectives within corporate guidelines and to develop appropriate delivery and supply strategies and plans for specific projects.

You will manage the engineering and project development, of all allocated schemes so that they comply with the requirements of the Governance of Railway Investment Projects (GRIP4Track), relevant standard and regulatory obligations.


  • Develop allocated projects safely to time, cost and quality, in accordance with the Guide to Railway Investment Projects (GRIP4Track), applicable Railway Group, Network Rail company standards and other specific legislation.
  • Provide a professional, first class, consistent and effective project management service to the clients, including project monitoring and reporting systems in accordance with Railway Group, Network Rail company standards and guidelines.
  • Provide detailed input for compilation of the business plan and production of the possessions plan. Responsible for overseeing the production of work package plans.
  • Responsible for the management and governance of multi-million pound track renewal development and delivery budgets.
  • Control project change, risks and contingency within the project life cycle and provide all cost, contingency and programme details to enable the Sponsor to obtain authorisation for campaigns/projects. Manage all engineering and project development activities to make sure they are affordable, and meet programme requirements in a safe and environmentally responsible manner for time, cost and quality.
  • Develop client specified work bank through consultation with the route asset management teams. Develop and secure access and engineering train strategy through consultation with the route access planning and project planning teams
  • Direct Development engineers teams to make sure timely submission of products in compliance with Grip4Track process.
  • Manage the interface with both the Business Manager (GRIP2-3) and Delivery manager (GRIP 6) and produce timely and accurate reports as required by the Depot Manager.
  • Make sure all industry legislation and standards; client specifications and methodologies are complied with during the delivery of the work. Carry out safety tours and briefs in line with company procedures
  • Develop projects and prepare a programme that reflects the availability of resources, materials and all key requirements for the safe delivery of the works. Make sure projects comply with the asset management plan ensuring timely completion of the handover and hand back meetings and the final completion of the works is carried out
  • Make sure that all procurement items are identified and ordered to enable the contract programme to be carried out. Responsible for site surveillance to make sure specifications and methodologies for delivery on contracts are compliant.
  • Report weekly progress against programme; identify unplanned works and associated costs
  • Responsible for the preparation and presentation of Monthly Business Reports and achieving targets for key performance indicators
  • Manage all client interfaces
The Ideal Candidate

You will have the following:

Essential

  • Relevant successful experience in project management
  • Extensive railway industry experience
  • Experience in the scope development, planning and delivery of Track Renewals
  • Excellent interpersonal communication and stakeholder management skills
  • Detailed knowledge of Construction Design & Management (CDM) Regulations
  • General knowledge of Health, Safety and Environmental Regulations
  • Team leader capable of motivating, and providing line management to the development team
  • Detailed commercial and financial understanding and knowledge
  • Experience of managing large infrastructure project budgets. (£m’s)
  • A degree or equivalent
  • Six Sigma Yellow Belt

Desirable

  • Membership of the Association for Project Management or other professional body
  • Knowledge of investment processes and procedures
  • Knowledge and understanding of project and contract management

This role is a secondment/FTC post until 31 March 2024 with potential to extend or become permanent

Salary range: £53,202 to £59,853 pa depending on skills and experience
